Mr. Gilles Caouette (Temiscamingue):

Mr. Speaker, my question is directed to the Minister of Regional Economic Expansion. Following the $34,876,000 subsidiary agreement on public equipment reached in May, 1978, between Quebec and Ottawa, each project was identified by its location when the agreement was signed, except an amount of $1.2 million which was earmarked for the Abitibi-Temiscamingue area. My question is as follows: Since that amount specifically represents the value of a project suggested by Noranda and since that town was the only municipality from northwest Quebec to submit a project when the agreement was concluded, could the minister say whether the 1.2 million will be granted to Noranda or as according to a recent report, whether it will be granted to the Val d'Or municipality?

An agreement was made in Rouyn to rent new offices for regrouping unemployment insurance and manpower offices to give more space to the staff, and this agreement was delayed over the years to the point that employees work in offices which are too small. They were advised to wait for the new offices which would-

Mr. Caouette (Temiscamingue):

Mr. Speaker, on a supplementary.

As in several cases that is the only income those people have, what does the minister intend to do to solve their problem since she suggests the pension might be paid for a few more months? What about the following months until they reach 65; what are those people going to do?
