I have no objection to Mr. Ross getting the $1,700, I am satisfied that if he were not worth it, the deputy would net recommend it. But I will remind the minister that last year, when the government were amending the Civil Service Act, if they had accepted the proposition I made that all first-class clf/'ks should be given a yearly increase of $100, Mr. Ross would have had the $1,700 this year without any trouble, and without being under any compliment. Is it the intention of the minister, in the case of officials who have not received their statutory increases, to make them up to them ?

I see there is an item here for contingencies, although the amount is very small, and I would like to take oc-cassion to call the attention of the minister to the condition of the bridges across the Rideau icanal between upper and lower town. The Sappers' bridge particularly is in a deplorable condition.

But these bridges cross tlie Rideau canal, and the hon. gentleman's department lias charge of canals. It is possible that the Improvement Commissioners have them In charge. But they are government property, and I thought well to bring tbe matter before the attention of the government. The bridges are certainly in a deplorable condition, they are not safe so far as the- sidewalks are concerned.
