Who is making the announcements in connection with improvements in the ridings of opposition members?

With regard to the guidelines released yesterday on pipeline construction for Arctic oil and gas, on which he gave an extensive interview last night, has the government decided which agency will screen applications and supervise construction under these guidelines?
