Mr. Speaker, in light of the Hon. Member's last remark, I cannot confirm anything at all. I never heard of such a practice. If the Hon. Member is familiar with this system, he must have heard about it from his Party, not ours.

Hon. Roch La Salle (Minister of Public Works):

Mr. Speaker, first of all, I would like to say to the Hon. Member for Glengarry-Prescott-Russell that I believe this House is aware, and that he ought to know, that the philosophy or the system in current use is the very system that was set up by the previous Government.

Second, I think this junior Member ought to know that the Minister responsible has no authority over contracts worth $30,000 or less, because that authority has been delegated to the regions.

That being said, Mr. Speaker, and considering the reports about which I have serious doubts, today I asked my Deputy Minister to give me a full report on contracts allowed since September 4, 1984, and I will be glad to table this report in the House before the end of this session.

Mr. Speaker, I think I can give the House that assurance and I want to say first of all that almost all contracts were let by the previous Government. As the Minister of Public of Works, I have been responsible for museums only since May 1985, and I can again give the Hon. Member the assurance that everything is being done by public tender, in the best interests of Canadians.

Mr. Speaker, I don't think I can comment on the Hon. Member's remarks, considering the fact that the matter is before the courts. About the contract-letting and the procedure being followed, I would like to remind the Hon. Member that our procedure observes the criteria of competence, quality and cost in selecting the best bid, in the interests of all Canadians.
