April 25, 1949
1. No preferences have been reduced or eliminated by the government pursuant to this exchange of notes in so far as substantive tariff items are concerned. Since October 30, 1947, a number of tariff items which provide for free entry under both the British preferential tariff and the most-favoured-nation tariff have been established or broadened to include certain materials and equipment previously classified under dutiable items on which the British preferential rate was free or was lower than the most-favoured-nation rate. The materials and equipment in question are required for the production of new products in Canada, and the adjustments were made to bring the tariff items in line with the industrial changes that have taken place.
2. The following free items now include some goods which on October 30, 1947, were classified under dutiable items on which the most-favoured-nation rate was higher than the British preferential rate: 216e, 216f, 263c, 410 a(i), 410a (ii), 431h, 476.

I always understood that bills had to have explanatory notes during the process of consideration. It is not so long ago that we had a debate on the divorce bills and it was contended that we were putting them through so quickly the members did not know what they were about. I believe I am safe in saying that there are not five members in this house who can tell me what bill we are dealing with now.
