Mr. Chevrier:

Mr. Speaker, I have read the sections. I do not think it is a nonsensical opinion. As I said the other day, I must be guided, as every minister of justice must be guided, by the advice I receive from the officers and not by advice received from members of parliament. That is what I was guided by when I made the statement yesterday and when I, in effect, repeated it today.

Hon. Lionel Chevrier (Minister of Justice):

That is true, Mr. Speaker, and I have the statement now. The question posed by the hon. member for Burnaby-Coquitlam on December 17 relates to the strike which took place at Northern Canadian Forest Industries 28902-5-395

World, Exhibition Corporation Act Limited, Grande Prairie, Alberta. Strike action was taken on August 7 by the union, the I.W.A., after conciliation processes failed to reach an agreement.

The strike ended approximately November 6. During the time the strike was in effect there were two incidents as a result of which court action was taken. On October 18 a group of strikers stopped a truck driven by a private sawmill operator who was moving wood to the plant, and they threw off half his load. The owner of the truck recognized four of the strikers and he preferred charges against them for mischief. These eases are still before the courts. On November 6 the owners of Northern Canadian Forest Industries Limited saw two men breaking windows in the plant, and the owners laid charges against the two men under the provincial petty trespass act. At no time were the R.C.M.P. involved in any alleged strikebreaking activities.

I should point out that in the province of Alberta the R.C.M.P. police the province under contract and are responsible to the attorney general of the province. Similarly, the town of Grande Prairie is policed under contract by the R.C.M.P. who are responsible to the municipal council.
