Mr. Speaker, let me thank my colleague for his very important question and let me take the opportunity publicly in the House to express my deepest sympathies to the families of those who lost loved ones in the unfortunate rockburst at the Macassa Mine in Kirkland Lake.
Since 1984 my department has been actively involved in rockburst research. In 1990 funding for that program was extended for another five years in the amount of approximately $10 million.
Let me say to the hon. member that my department and I understand the importance of this research to the safe future of mining in the country. Therefore I have every reason to believe my department will continue to be involved in this important area and continue to fund research in relation to rockbursts.

Mr. Speaker, I thank the hon. member for his question. Let me say that ours was the only party in the last election that produced a mining policy. In that policy we are committed in the coming years to review a number of options which we hope will once again make the mining industry a viable and profitable one.

Mr. Speaker, let me thank my colleague, the hon. member for Davenport, for his question on an issue of international concern.
Generally the approach of the government is one of consultation, co-operation and partnership. This is going to be a multi-stakeholder process or strategy that we put in place involving all levels of government, the private sector and individual Canadians.
As the hon. member may be aware, at a historic first meeting in November 1993 federal and provincial ministers of energy and the environment charged their officials with the task of developing a strategy and recommendations to stabilize greenhouse emissions to 1990 levels by the year 2000 and to consider sustainable options for reductions of greenhouse emissions by the year 2005.
It is my expectation that the joint committee will report in November 1994. I am sure at that point the government will be developing further working plans in relation to our commitments.

Mr. Speaker, I acknowledge the importance of the question just posed by the hon. member for Durham to the residents of Port Granby.
It is clear that we must find a permanent location for the low level waste referred to by my hon. colleague. We have an independent siting task force working with the communities involved to find an acceptable permanent site. Once that process is completed we will begin the clean up of the Port Granby dump.
