April 9, 1962

Mr. Mariini:

Special studies and submissions on the cost of moving grain at statutory and related rates were presented by Canadian National Railways, Canadian Pacific Railway Company, the provinces of Alberta and Manitoba and the grain trade to the royal commission on transportation which was appointed pursuant to order in council P.C. 1959-577, dated May 13, 1959.

The commission made an independent assessment of the studies and submissions and alternative figures arrived at by experts retained by the commission. Certain conclusions and estimates of the commission are contained in volume 1 of its report. The commission has also reported that special studies will be included in volume 3 which has not yet been received by the government. No other estimates of the cost of moving such grain have been provided to the government during the past two years.

Mr. Speaker, the answers to the five parts of this question are as follows:

3. Sixty-two pieces of equipment from manufacturers and distributors have been processed by the Department of Transport prior to April 1, 1962; of those, 22 have been approved.

4. No radio station, as such, was approved prior to April 1, 1962.

Mr. Martini:

Mr. Speaker, the information requested in this question is not within the knowledge of the minister. Staff appointments on the Canadian National Railways come strictly under the control of the management.

Questions

It has not been the practice of the management to disclose information from personal files of officers and employees and the sessional committee on railways, air lines, and shipping has in the past supported this position. The management advise that appointments of officials are made upon a judgment evaluation of the qualifications and experience of the individuals concerned.
