Mr. Speaker, with regard to the Bloc's minority report on the admission to Canada of temporary foreign workers, we agree with the main thrust of the majority report. However, we have some serious misgivings regarding this document. Unions were not invited to take part in the consultations. In addition, the report does not pay enough attention to the astronomical unemployment rates in Canada and Quebec, especially among young people.

We decry the fact that companies spend so little on manpower training. Moreover, companies should improve the work place environment, working conditions, and salaries to prevent highly skilled workers from leaving Canada for the United States. Finally, foreign workers should only be allowed in for a few years, not indefinitely. The regular immigration system should take care of the shortage of workers in the high tech industry.

Mr. Speaker, as a member of Latin American origin, I would like to draw your attention to the fact that the president of Brazil, Fernando Henrique Cardoso, is visiting Canada and Quebec.

Brazil, with a population of 160 million, is Canada's main export market in Latin America. Trade between our two countries reached $1.5 billion in 1996.

I hope that Brazil will become a member of NAFTA and that by the year 2005, all 34 countries of this hemisphere will form a free trade zone of the Americas, as agreed at the Miami Summit.

I support President Cardoso's efforts to consolidate democracy, promote human rights and introduce a greater measure of equality and social justice in his country.

I also salute his initiative to go to Quebec to meet Premier Lucien Bouchard.

That Bill C-84, in Clause 2, be amended by replacing line 21 on page 1 with the following:

"19.1 (1) After consultation by the Prime Minister of Canada with the Leader of the Opposition in the House of Commons and the leader in the House of Commons of each party having at least twelve members in that House, the Governor in Council may"

"Annual Reports

39.3 The person appointed under subsection 39.1(1) must, not later than September 30 in each fiscal year, submit to the Solicitor General of Canada a report of the activities of the person during the preceding fiscal year and the Solicitor General of Canada must cause the report to be laid before each House of Parliament on any of the fifteen first days on which that House is sitting after the day the Solicitor General of Canada receives it."
