Hon. Paul Martin (Secretary of State for External Affairs):
Mr. Speaker, Canada welcomes the statement made by the British ambassador, Lord Caradon. Canada has, all along, supported the British government, as indeed all commonwealth governments have, in opposing the unilateral declaration of independence by the government of Mr. Smith. As I said yesterday, the Security Council has begun again to consider the Rhodesian question in the light of the executions carried out recently by the Smith regime. Our representative is scheduled to take part in the discussion this afternoon in
Inquiries of the Ministry the Security Council. He will state the Canadian view of the situation and make clear our dismay at the deplorable conduct of the Rhodesian regime. In regard to sanctions he will also be suggesting that the council consider extending the existing selective mandatory sanctions to encompass the whole of Rhodesia's external trade, as we ourselves have done. This move should bring further pressure to bear on the Smith regime.
