Mr. Speaker, my question is for the Secretary of State for External Affairs. Can the minister tell the House whether he received any information from his counterpart in the United States with respect to the pending closure of the U.S. Air Force Base at Goose Bay? If so, can he tell us when this information was received, and whether it has been communicated to the government of Newfoundland?

Mr. Speaker, my question is directed to the Secretary of State for External Affairs and concerns the visit to Canada of the hon. Mr. Evensen, minister without portfolio in the government of Norway, special advisor to the Law of the Sea Conference and chairman of the prestigious Evensen group which has played an important part in the discussions at the Law of the Sea Conference. Can the minister tell the House if he has met Mr. Evensen and, if so, what was the nature of his discussions with him?

A supplementary question, Mr. Speaker. Can the minister tell us if the question of Norway's intention to take unilateral action to protect its marine resources was discussed, if the Norwegian minister requested Canada's support for Norway in the event that that country takes this action and if, in turn, that minister would commit the Norwegian government to supporting Canada if and when we see fit to take unilateral action?

A supplementary question, Mr. Speaker. Has the minister considered, in conjunction with the provinces, implementing an ongoing program so that fishermen who sustain losses through ice or storms will not need to lose the fishing season while waiting for a decision from the government and will receive compensation as soon as possible after the damage has occurred.
