Mr. Chairman, before this
clause is passed I would like to go on record in saying that I rely fully upon the declaration of the hon. Minister of Finance, that this
clause is being introduced as an experiment, and I am confident that if there are any criticisms offered they will receive the attention of the minister.

I should like to know
whether many of these Indians who have gone to school until the age of seventeen or eighteen have asked to be emancipated in order to enjoy the civil rights of the white people of this country?
