Mr. GRAHAM:

I am not going to make a speech now. I have made my statement on the Canadian National' Railways, and we will let my statement and the statement of the ex-Minister of Finance go to the country for the people to talk about.

I want to say on behalf of the Secretary of State (Mr. Copp) that he moved that this item be reduced by $10,000,000, which would make it $50,000,000 instead of $60,000,000.
