Mr. Speaker, maybe I am a little uneasy when looking at a picture of that gold coin, but it is engraved on the coin: 50 dollars, 1979. The press release says that the gold coin will have a face value of $50 and the price will be the current market price for gold, plus a charge for transfer, coining and delivery costs. Is it possible to engrave 50 dollars on the coin if it is sold at the market price?

Mr. Speaker, I appreciate the minister's answer. Since the Minister of Finance has decided to determine a face value for very complex reasons, would it not be to attract potential buyers who are not used to buying metal in bulk?

Mr. Speaker, I have a last supplementary question. Would the minister tell the House-I am afraid I have been misunderstood-that provincial officials must cooperate with federal officials? How is it that this project, which should create 95 new jobs, is differently assessed? Is it for political reasons or what?

Mr. Beaudoin:

Mr. Speaker, on a supplementary. As the Quebec government has authorized a subsidy of some $ 150,000 through the OSE program, Operation solidarite econo-mique, phase 4, as well as a loan of $350,000 from the Quebec Industrial Development Corporation-it would seem that the Quebec government is even looking into the possibility of making good the subsidy that was refused by the federal government-and as the Quebec government has said of the project that it will be of tremendous value to the area, while the federal government claimed that would be absolutely useless to the economic expansion of that area, can the minister explain why there should be so much difference between the appreciations of the Quebec and the federal governments on such a big project?

Mr. Speaker, if I understood correctly, the government House leader has indicated his intention of presenting a bill amending the Criminal Code, without debate, and I want to emphasize to the government House leader that we do not intend to let any amendment to the Criminal Code be passed without reserving our right to discuss it when it is presented to us.
