Mr. Speaker, I should like to put a question to the Minister of Energy, Mines and Resources and Minister of State for Science and Technology.

The National Energy Board noted in its recent report that a possible surplus of 2,000 billion cubic feet of gas could be exported to the United States, adding in the same breath that there could be a gas shortage in Canada by 1992. Can the minister explain how he intends to approach and reconcile, during the talks on the issue of new gas export permits, the obvious contradiction in what the National Energy Board said, namely that Canada can export that surplus gas over the short term but that, over the long term, it will have to face a shortage of gas?
