I rise to make one quite simple point. The federal act which we are amending is a very brief act of four sections. Section 2 and section 4 contain the words, "outside the province". The bill as we have it before us deletes that phrase from section 2 of the act, but does not delete it from section 4. I have been absent from the house for the last few days, and when upon my return, I examined the legislation today it seemed to me that it was necessary to delete this phrase also from section 4. When we get into committee, I shall be making a motion to that effect. I thought it was proper I should make reference to it on second reading so hon. members would not be taken by surprise.
