Mr. Speaker, I rise on a question of privilege. The hon. gentleman suggests that we were foregoing our opportunity to speak at this time. I wish to point out that we are doing nothing of the sort. We receive only one opportunity to speak out of every six opportunities. It would be the normal opportunity for a Liberal to speak at this time and not a member of this party.

Mr. Speaker, I should like to direct a question to the Prime Minister. I did not give him notice,

Inquiries of the Ministry so he may wish to take this question as notice. Has he been advised that many individuals applying for loans under the National Housing Act, as recently amended, who have not sufficient funds for the down payment and who have to borrow the amount of that down payment, have to pay a discount rate reaching as high as 30 per cent in some cases? If so, is it the government's intention to do something to correct this nefarious practice?

the absence of the Minister of National Defence I should like to address a question to his parliamentary assistant or to the acting minister. In view of the critical unemployment condition on the Pacific coast, has a recent newspaper article in the Vancouver Sun of January 13 been drawn to the attention of the minister, respecting a charge that civilian employees of H.M.C. Dockyard, Victoria, are accepting employment during their off hours? Would the minister indicate whether these charges have been investigated, and what action his department intends taking in the matter?

Mr. Hahn:

Mr. Chairman, I should like to refer specially to the word "Atlantic" in clause 3, subclause 1. Clause 2(d) defines "power project" in this way:

"Power project" means . . . facilities for the control and transmission of electric energy, the site of any such facilities, and land, water, rights to use water, buildings, works, machinery, installations, materials, transmission lines, furnishings, equipment, construction plant, stores, and supplies acquired, constructed or used or adapted for or in connection with any such facilities.

I am wondering now whether it is the purpose of the bill to restrict the application to the Atlantic provinces in order to stop the province of British Columbia from taking advantage of this legislation in the development of the Columbia river project.
