Mr. Speaker, I should like to direct my question to the hon. Minister of Manpower and Immigration.

Considering the seriousness of unemployment and the fact that, when putting an end to the winter works program the government had announced the establishment of an intensive retraining plan, could the minister tell us whether the number of persons entitled to take advantage of retraining courses is limited in any way to a certain number in a given region, or can all those qualified be accepted?

Moreover, has a certain age limit been set?

I thank you, Mr. Speaker. And to comply with your instructions, I shall be extremely brief.

Having heard all the arguments from either side, I believe there is really a problem that must be solved, and it should come before the house. It is a major problem, vitally important for many farmers of the western provinces. It is equally of interest to the eastern farmers as far as supply is concerned.

So, in my humble opinion and considering the extremely serious nature of the problem, we should, if you allow me, Mr. Speaker, make you a suggestion: first, accept the motion and then discuss it in the light of all the ideas that may be brought forward. I think that would help the government to solve the problem.
