Mr. Speaker, I cannot agree with the premise on which the question was based, that there has been general dissatisfaction. I made a tour of the area both in Ontario and Quebec and the main concern was, of course, to make sure that the livestock industries would remain viable. Provision has been made for that, and whether or not the other amounts are high enough I think is a matter of debate. We think they are fairly good.

Mr. Speaker, the answer is yes. There have been very useful discussions with the Minister of Agriculture of Quebec and they have led to a comprehensive program that is going to be helpful and, indeed, more particularly to co-operation between the two levels of government in administering the various programs. I should advise the hon. member again that details of the whole package of programs have been sent to his office.

Mr. Speaker, the $400 that I announced this morning is only a very small part, in the case of many farmers, of the total assistance program which was made public a few days ago. The reason the first announcement was made a few days ago was that we wanted to assure all the people in the livestock industry that we were determined they would have adequate supplies of feed.

Yes, Mr. Speaker. There will be further discussions to delineate the areas that will be designated for some of the payments and, indeed, for fodder assistance and that sort of thing, but I have announced a fairly comprehensive program involving both levels of government to make sure the livestock industry remains viable in the entire area, as well as some additional cash grants.
