Mr. Bertrand (Prescott):

The reason for asking concurrence tonight is that if notice is given on the order paper it will have to wait forty-eight hours before it is considered, unless we again ask for leave of the house to adopt the report tomorrow. Of course, it is not meant to rush this matter, but it is important that the necessary legislation be passed before parliament is dissolved.
