Mr. MORRISON:

Last year in the Railway committee of the Senate, Senator Calder stated that he had been Minister of Railways in Saskatchewan for a number of years, and he challenged anybody to contradict the statement that there w'as not one branch line built in Saskatchewan that did not pay its interest and meet its sinking fund requirements. In Alberta and Manitoba the branch lines were in practically the same position. There have been no expenditures on railway lines in the prairie provinces that have not paid. But I would point out that when a branch line was proposed this year that was not considered necessary, even the members in who3S constituencies it was proposed to be built objected to the expenditure, just the same as they would have done had the expenditure been proposed for some other constituency or province. In other words, they did not stand for it. Why do not the members for Quebec look upon this matter as a business proposition, not as a political proposition?
