Mr. GARDINER:

The department does

not supply the serum, but it is purchased in the ordinary commercial way by anyone who wishes to have it. The department, however, supervises the importation of it when it comes from outside, and checks on the different serums put out to deal with diseases of this kind. There is no financial assistance in connection with the purchase of the serum. We have, however, investigated costs. There have been complaints as to costs, but so far we have not been able to find that there have been any excessive charges in connection with the supplying of it.
