Is there any appreciable shortage of reinf orcements at the present time on any of the fronts on which Canadians are serving?

I should like to ask a question along the same lines as that asked by the hon. member for Rosedale. Let us suppose that six prospectors find a claim and the claim is sold to a syndicate, which in turn sells the stock to the public and realizes, let us say, one million dollars on the transaction. That one million dollars is considered a capital gain and is not taxed. Has not that been happening all the time?

Reference was made to page 3696 of Hansard, where it is said that section 5 was agreed to. May I call the attention of the house to the fact that the section 5 there has reference to the schedule and not to the bill itself.
