Mr, MAROIL: According to thq procedure, when an hon. member appeals from the Chairman's decision, it is the duty of the Chairman to report to the Speaker.

I do not wish to be discourteous to the right hon. leader of the Opposition, but I hardly have opportunity of discussing the matter with him. I made this ruling much against my will, but we must maintain order in the committee.

On that point I did not rule my hon. friend out of order. When he reached the point where he stated that the article expressed an opinion on the war I then ruled him out of order. I did not rule the hon. member out of order on the question of his discussing the fitness of the man for the position; on the contrary, I decided that that was perfectly in order.
