Mr. McGREGOR:

I would ask the hon. member for Antigonish and Guysborough (Mr Sinclair) if he thinks that any one man would have sufficient knowledge of five hundred individuals to be able to swear to their qualifications? Yet under such affidavit five hundred names would be added to the list, as was done in the towns of New Glasgow and Trenton.

What would you do in a case where you could not find the man who made the affidavit, where in fact there was no such man in existence? In the case I have referred to the name was John Smith and there was no John Smith.
