Mr. Barry Turner (Ottawa-Carleton):
Mr. Speaker, a couple of weeks ago our local cable companies moved the House of Commons channel from No. 16 to No. 50. Anyone who did not have a super converter in order to get channel 50 was simply out of luck. A lot of people were very unhappy about this, especially a lot of seniors. Many of them called my office to say so. In fact, my constituency office at Bank and Alta Vista lost access to the House of Commons broadcast.
There was a loud outcry. In fact you, yourself, Mr. Speaker, expressed some concern. I called, and they listened.
I want to congratulate Vic Reed who is the general manager of Skyline on St. Laurent Boulevard, and Bill Kincaid of Ottawa Cable on Richmond Road. They have set an example for other cable networks across the country.
In spite of what everyone says about us here in this House, they do like to watch us on TV.

Mr. Barry Turner (Ottawa-Carleton):
Mr. Speaker, recent media reports have talked about the need for good luck in getting re-elected. That is partly true, but we, the Conservatives, have more than good luck. We have St. Patrick himself pouring down on us.
I am sure you have heard of a four-leaf clover bringing good luck to people. Three days ago our son Jason was in the field behind our house and, lo and behold, what did he find but a clover with five leaves, a five-leaf clover which I will table for public viewing.
This clover was blessed yesterday by my Leader (Mr. Mulroney), by my caucus, by my Party, and pretty soon it will be blessed by the people of my constituency.
Talk about bad luck and the Leader of the Opposition (Mr. Turner). Nobody seems to want him. Let me say to my people in Ottawa South that I am the Tory Turner and I am not related to John.

Mr. Speaker, I have the honour to present, in both official languages, the fifth report of the Standing Committee on National Health and Welfare. These preliminary findings reflect the results of the committee's intensive investigation into the health care system of Canada and its funding.

Mr. Barry Turner (Ottawa-Carleton):
Mr. Speaker, my question is directed to the Secretary of State for External Affairs. As someone who has spent many years in Africa I am saddened and appalled at the barbaric and totally uncivilized slaughter the world has recently witnessed in Burundi. It amounts in fact to modern tribal warfare. Will Canada continue to maintain normal relations with Burundi? If not, what action does the Government intend to take to condemn this wanton slaughter of innocent men, women, and children?
