Mr. Speaker, I have a question for the Acting Prime Minister. Yesterday, with reference to the medicare measure the Acting Prime Minister said it is permissive legislation and that its implementation is a matter for the provinces. Would he tell the house whether or not this indicates abandonment of the requirement in the medical care bill that the medical care plan should be portable from province to province?
