Mr. J. H. Dickey (Parliamenlary Assistant, for the Minister of Trade and Commerce):

Mr. Speaker, the debate on the resolution covered the principle of this legislation very fully, and there is nothing that I can add to the statements which were made by the minister at that time. In so far as the questions referred to by the hon. member for Eglinton are concerned, they are questions of detail which will undoubtedly lead to some discussion of those details. It was our view that this would be very much better handled at the committee stage of the bill, and I think much more to the satisfaction of the members than by dealing with them in a statement on second reading. For that reason we suggest these matters be left to the committee stage.
