Mr. GOOD:

I have been trying to get to the heart of the controversy that has become somewhat acute, and I am very fearful of the consequences of a too hasty decision on this point. No doubt in the world, from what we have heard, there is a fairly strong feeling, and if the clause as at present drafted and recommended by the minister is carried I am very much afraid of a further serious inflaming of western opinion.

May I ask the Prime Minister. if it would not be worth while to amend the resolution as the hon. member for South Wellington (Mr. Guthrie) has suggested, so as to secure the unanimous approval of the House?

Mr. GOOD:

Yes, that is the clause at present under consideration to which an amendment has been moved. In spite of the fact that it is late in the session and we all desire to get business cleaned up, would it not be better to take a little time to see whether these points of view cannot be reconciled? It seems to be admitted that in practice, if not in theory, the old act worked fairly well, in that it permitted the farmer to elect as to where he should ship his grain.
