Mr. Speaker, I should like to ask the Minister of Public Works a question. Does the minister intend to have the needed transformation project of the St. Simeon wharf, in the riding of Charlevoix, started in the near future so that the new ferry which was built with government grants and is now ready to start operations between St. Simeon and Riviere du Loup, may actually do so?

Mr. Belanger:

Mr. Chairman, I rise in support of the hon. member's amendment.

I wish to speak to clause 23 of the bill. As the hon. member for Lapointe (Mr. Gregoire) said, the Minister of Finance (Mr. Nowlan) complained that we were trying to prevent foreign corporations, particularly American corporations, from coming into the province of Quebec or elsewhere in Canada by our insistence that the present tax on foreign corporation income be retained.

I am asking the Minister of Finance and the member for Bonavista-Twillingate (Mr. Pickersgill) what would have happened to our wealth if, through some misfortune, the United States had never been developed. Would we not have by ourselves succeeded in developing our natural resources even if the United States had never existed?
