Mr. Speaker, I do not think the statement of the Quebec premier changes anything in the situation; it is a repetition, it is the fourth time, I think, he has made the same statement. As far as the conflict is concerned, I would point out to the hon. member that Quebec issued a licence concerning a territory already granted by the CRTC; so the federal government did not start the hostilities.

I am prepared to accept the hon. member's suggestion, Mr. Speaker, and to reconsider it very carefully. But I would also like to reassure him. I do not think the decision made recently in the Mont-Joli case, which deals with a minor technical aspect, is anything to shake the confidence of cable broadcasters in the federal government's jurisdiction.

Mr. Speaker, although I was not referring to his party, the hon. member stated his party respects provincial jurisdictions. I hope they also respect federal jurisdiction. I would indicate once more he does not seem to be well aware of the whole matter. We did not initiate the move that led to this conflict. If he looks at the facts, he will see that as regards that lower St. Lawrence territory the CRTC had already issued a broadcasting license to Mr. Dionne. It was only months later that the Quebec board, acting in our view outside the scope of its powers and jurisdiction, licensed another broadcaster. So the Quebec board went against the CRTC, legally empowered to issue licenses.

Yes, Mr. Speaker, in the last part of my answer, I tried to reply in advance to this question. Maybe the hon. member did not understand? The legal advisors of the Crown did not recommend this option as likely to give the results that everyone wants, that is to clarify the federal jurisdiction in this matter.
