Mr. ROBICHAUD:

But there cannot be any alternative to having them published, and the section should say that the regulation shall take effect from the date of such publication or from the date specified in the regulations. The section should decree publication. I think you should have after the word, "shall" the words "be published in the Canada Gazette", and then go on from there, "and shall take effect from the date of such, publication."

Why not say so? I notice that in Bill No. 104, which passed the house some time ago, it is provided:

Regulations made under this act shall be published in the Canada Gazette and shall be in force from the date of such publication or from such other date as is specified in such, publication.
