Mr. Speaker, pursuant to Standing Order 43, I seek the unanimous consent of the House to move a motion on a matter of pressing necessity.

Considering that current income tax regulations enable common law wives to claim personal exemptions which exceed by $400 those of legitimate wives, I move, seconded by the hon. member for Richmond (Mr. Beaudoin):

That the Minister of National Revenue and Minister of State (Small Business) (Mr. Abbott) make the necessary corrections to the Income Tax Act before April 1, 1979 so that legitimate wives may be entitled at least to the same exemptions as common law wives.

Mr. Speaker, 1 should like to put my question to the Minister of Finance. As New York bankers have already amassed an industrial fund of over $500 million to attract Canadian industries interested in moving to the United States, and more specifically to the New England states, can the Minister of Finance tell the House what measures his department intends to take to counteract that initiative on the part of American banks which are now courting Canadian industries, in particular in our area which Canadian industries have been leaving recently to move to the New England states? Does his department intend to do something to prevent an exodus of Canadian industries?
