Mr. Speaker, federal financial assistance is available to the provinces and through the provinces to the municipalities for all works of a temporary nature and for all outlays in the nature of compensation. In other words, temporary works such as the dykes now being built and sandbagging are subject to the formula for cost sharing.

Mr. Speaker, I do not believe that the water supply of any city or municipality is threatened as yet. There is close cooperation meanwhile between the company people, who are undertaking most of the clean-up, the Department of Transport, which has the lead clean-up role among federal departments, and the Department of the Environment in this respect.

As the hon. member says, there is a joint Canada-United States contingency plan to deal with oil spills. This plan was invoked at an early stage and U.S. authorities have co-operated throughout.
