Mr. William C. Frank (Middlesex):

Mr. Speaker, I should like to address a question to the Minister of Finance. On June 6, 1973, the minister said that the current expansion of the economy over the past six months had been 11.6 per cent in real terms, as found on page 4491 of Hansard, and according to the Economic Council Review, page 13, the rate was in fact 9.4 per cent for the first half and 4.75 per cent for the second half. Can the minister tell the House if this trend toward a lower gross national product will continue in 1974?

Mr. Frank:

In the event that may not happen, I should like to direct a supplementary question to the Minister of Industry, Trade and Commerce. In view of the fact the Prime Minister has been saying emphatically that he will not call an election, and consequently we could be here for some time, when does he foresee Bill C-4 receiving third reading?

Mr. Speaker, in the absence of the President of the Privy Council I should like to direct a question to the right hon. Prime Minister. In light of the fact that Bill C-4, which encompasses amendments to the Export and Import Permits Act, is an urgent priority for the House as well as for the Minister of Agriculture, and as it was passed by the committee last night, will the Prime Minister permit this bill to be the first item of business on Monday?

Mr. Frank:

Mr. Speaker, may I ask the Minister of Agriculture whether he will get together with his colleague, the Minister of National Revenue, and trade some of the interest that department will pick up by reason of people sending in cheques before the May 21 deadline and give it to some of these people who have these receivables?

Mr. Speaker, I should like to direct my question to the Minister of Agriculture. In view of the fact many applications for beef subsidy payments have been in the hands of the department responsible for payment since at least April 1, well before the postal strike, can the minister advise these individuals, many of whom now have several thousand dollars in accounts receivable, when they can expect to receive payment?
