Mr. MACDONALD:

I do not think the attention of the minister has been called to the fact that there is no provision in section 2 whereby any soldier who may not be able to read or write will be able to cast his vote. There must be some men in that position, and section 2 is the section that provides the manner of voting.

I think this is another argument in support of the suggestion 159

that a superintendent of some kind should be appointed. Has the minister arrived at any solution of the difficulty that was suggested to-day in this respect?
