I would propose, in
keeping with the suggestion made by the Minister of National Defence (Mr. Macdonald, -Pictou), that we allow sections 22, 23 and 24 to stand until we have disposed of section 21. If we can get section 21 so framed as to give sixty days between the issuing of the writs and the holding of the election, then we shall be able to deal with section 22 without difficulty. We are all agreed, I think, that it is advisable to have permanent returning officers appointed so that not only might we have men who at all times would be perfectly familiar with their duties but that we might also provide for any extra subdivisions of polling districts.
