Mr. CALDWELL:

He has to send for

the index first under the proposed arrangement, in order to find out where he will find the reference he wants, but if the index is printed with each volume he will be able to find his reference in any volume, and if it is not in the volume which he has got, all he has to do is send for the volume in which it appears, just the same as if he had referred to the index.

Mr. CALDWELL:

No, they simply granted the municipalities the right to issue bonds and go into it on their own account-a power which I think they had in any case. As I say, it was simply a matter of passing the buck.
