That Bill C-86 be amended in Clause 3 by striking out lines 32 to 34 at page 9 and substituting the following therefor:

Madam Speaker, it is my understanding that under Standing Order 52 an application is made to the Speaker as to the propriety, the correctness, the timeliness and the need for an emergency debate. It would seem to me that is the route it should go, and that we should await the Speaker's ruling on that particular question by the hon. member for Carleton
Charlotte.

Yes, however the France-German Star is granted for entry into operational service on land from June 6, 1944 in France, Belgium, Holland or Germany until May 8, 1945, the date of the end of active hostilities in Europe.
Also, airborne troops of the army who have taken part in airborne operations in a qualifying army area for land operations between June 6, 1944 and May 8, 1945 will qualify.
