It is my understanding, Mr. Speaker, that the government is not infrequently asked to produce papers which involve provincial governments and that the usual practice is to ask the provincial government concerned for its concurrence. Will the Prime Minister say whether the federal government is to be represented at the dedication ceremonies when the memorial to Louis Riel is unveiled in Manitoba?
