Thank you, Mr. Speaker. I was about to conclude that Your Honour felt I was no longer a member of this house. I have not resigned yet. I should like to direct my question to the Minister of Agriculture. In effect it relates to the question put by the right hon. member for Prince Albert earlier this afternoon. Given the fact that the western Canadian dairy industry has lost one million pounds of its dairy quota and six million pounds have been relegated elsewhere in Canada, has the minister any course of action in mind to remedy the dairy policy which has such a great regional bias?

Mr. Schreyer:

Mr. Speaker, I am sure the Minister of Agriculture would agree I did not say the Dairy Commission policy was discriminatory in its intent but rather in its effect. I should like to ask the Minister of Agriculture whether the government is unwilling to take action with regard to the dairy policy and when he will undertake to do what he stated he would do as recorded in yesterday's Hansard at page 9388? He said he would be happy to list all the measures undertaken by the government to assist western agriculture.

Perhaps I

might be allowed to say a word in connection with that request, Mr. Speaker. I would say that inasmuch as the government is asking members of this house to approve legislation in this connection which would involve the expenditure of $60 million to $70 million I think we are entitled to ask for full disclosure of the financial details. Accordingly, I should like to request that the motion be transferred for debate.
