Mr. Barnett:

Mr. Speaker, the document which I have came into my hand within the last hour. On that premise, I am raising it at the earliest possible moment. My question of privilege revolves around the fact that this document states a benefit may be denied if an employee was discharged for not conforming to company policy. I submit that is an affront to this House in as much as in any reasonable understanding I have of the law we enacted it is not the right of a company to determine whether a Canadian is eligible for unemployment insurance.

Mr. Speaker, I rise on a question of privilege. It is based upon the assumption that members of this House, individually and collectively, have a right to expect that the laws which we have enacted will be reasonably administered, according to the letter and the spirit, by the

I have in my hand a publication which just came to me through the mail. It was issued by Unemployment Insurance Canada, Pacific Region, and is dated April 1974. On the second page of this document, in reference to the right of a claimant to receive benefits, it says that the obligations and rights-
