As was obviously appropriate the last time I did it, I would ask that you seek unanimous consent that the Bill be not referred to the Standing Committee but referred to the Committee of the Whole so that we can proceed with all stages of the Bill in the House today.

Mr. Evans:

Mr. Speaker, I think that is a terribly unconventional procedure which is being asked for. It violates the straight agreement which was put when the House order was passed this morning, that the House will rise at four o'clock to give the Senate the opportunity to deal with the Bills and give Royal Assent to these Bills today as the House is adjourning today. The Opposition has known that all along. There has been plenty of time to deal with these Bills.
