Mr. Claude Ellis (Regina City):

Mr. Speaker, this question is directed to the Minister of Public Works and arises out of his answer to a question I asked on Saturday last regarding government assistance to home construction in Canada. In view of the fact that only $90 million remains available for direct lending under the National Housing Act, what steps does the government intend taking to provide additional government money for housing through the agency loan plan?

If the government does not intend to amend the National Housing Act this session for that purpose, what steps does it intend taking to ensure that the $1,400 million mortgage money required to meet the government's stated objective this year will be made available?

Mr. Claude Ellis (Regina City):

Mr. Speaker, I should like to direct a question to the Minister of Transport supplementary to and arising out of the question asked by the hon. member for Moose Mountain. Is it the intention of the government to bring in amendments to provide for an increase in the moneys allotted under the railway grade crossing fund to stimulate a greater use of this fund in an effort to avoid these fatal accidents?

Mr. Ellis:

Yes, Mr. Speaker. The minister suggested the newspaper report is false. Would he describe in what particular respect the report of the speech he made in Toronto is false? Was the press provided with a manuscript of his speech? The minister suggested the report is false, but he did not indicate the specific respect in which it is false.

Mr. Claude Ellis (Regina City):

Mr. Speaker, I should like to direct a question to the Minister of Public Works. Was the minister enunciating government housing policy when he said in Toronto on Thursday night to delegates to the fifteenth annual convention of the housebuilders' association that builders could expect little or no help from the government in the future? More specifically, does this mean that the government will refuse to grant further money for direct lending through N.H.A. if the supply of mortgage money from conventional lenders continues to decline?
