Mr. Thomas:

I believe it is Canadian National, but I am not quite certain. The fact is that the town of Devon has absolutely no rail outlet. It is right in the middle of the Leduc field which is, contrary to some opinion, a great deal larger than the Redwater field. As a matter of fact the Leduc field contains 294 wells, as compared with 127 in the Redwater field, and produces 27,466 barrels of oil weekly as compared with 13,408 barrels from the Redwater field. The Redwater field does have an outlet to the Canadian National Railways running into Edmonton. Can the minister tell me whether or not anything has been done about this spur?

Can the minister tell me whether or not any consideration has been given to the building of a spur line from Edmonton to Devon? Devon is right in the home of the Leduc oil fields. Contrary to the publicity given to the Redwater fields-

Mr. Thomas:

The reason I am not quite certain of it is that it is west of the main line between Edmonton and Calgary over the Canadian Pacific Railway, and it is also south of the main line of the Canadian National Railways between Edmonton and Calgary. I could not say exactly just in which area it comes.

Mr. Thomas:

On item 536, I should like to ask the minister whether or not a person without any additional income, and who falls within the requirements of the act, could make application for assistance from this special fund in a case of hardship arising from unusual circumstances? For example, if a man's home burned down, could he make application for assistance?
