Mr. Speaker, how could the government be so negligent toward workers when it could have spared them a great deal of hardship by personally informing them of their rights with respect to employment insurance?

Mr. Speaker, since 1997, changes to employment insurance have allowed more fishers to be eligible for two claims for benefits a year. Nonetheless, HRDC has never personally advised them that they were eligible for supplementary benefits.
How could the government stay quiet for all these years while the fishers have been publicly denouncing the terrible conditions they and their families have been living in for so long?

Mr. Speaker, last week, seasonal workers blocked highway 138 on the North Shore because they want the government to act. The fishing season is about to open in a few weeks and there is still no word on the terms.
Will the Minister of Fisheries and Oceans tell us when he intends to announce his fisheries management plan for 2004 whether there will be a moratorium and what the quotas will be for groundfish and crustaceans?

Mr. Speaker, a crisis is quickly brewing in Baie-Trinité in the riding of Manicouagan. Some 72 seasonal workers soon will have no income because of an unfair and inadequate employment insurance system. The new employment insurance criteria do not suit Baie-Trinité, on the North Shore, since there is no alternative for seasonal workers.
Will the Minister of Human Resources Development try to understand this and help my fellow citizens by providing some flexibility in the system, which has a $45 billion surplus?

Mr. Speaker, as this is Crime Prevention Week, I would like to draw the attention of the House to the importance of getting involved in this issue, which affects everyone.
We must pool our efforts in order to support the many devoted individuals working in the field. The legal and health systems are trying to find solutions, but there are also street workers who offer support and comfort, and of course the teachers who have the most important task, providing information to our young people.
I invite the hon. members to reflect on what concrete improvements could be made, in terms of technical and economic programs, job creation and especially new initiatives in order to focus on prevention and thus reduce crime.
It is still true that an ounce of prevention is worth a pound of cure. Let us all get involved.
