Order. Again I have been trying to find words with which to convince the hon. member for Fort William to be relevant. The fact that the house has given unanimous consent to suspend the debate on the address in reply to the speech from the throne does not change the rules of debate. The rule of relevancy is applicable. The hon. member must be strictly relevant to the subject matter before the committee and I feel that he has not been relevant up to now. I would ask his co-operation and that he follow the direction of the Chair.

Order. It seems to me that the subject matter before the committee deals only with the payment to the producers for the 1959-60 crop year in respect of unthreshed grain. Although I do not want to be too strict, I would ask the hon. member who had the floor to leave the problem of transportation and to come back to the specific climatic conditions which are brought before the house by the present resolution.

May I ask the hon. member to stick to the subject matter under discussion which is unthreshed grain during the 1959-60 season.
