The minister tells us that the chief architect had instructions to make up the plans and specifications, but that all could not be made up at once. What system is adopted to decide which should be first? Did he commence in the west and go east, or in the middle, or how? Is there any system?

I think that is one of the most humane items in the whole estimates, and every member of the House should be well satisfied to let that item go through, and even to increase it. I had occasion a few days after the election to wire the department about an Indian woman and some children who were starving in northern Ontario, and I want to thank the minister publicly, and the department, for the prompt manner in which they wired back to have relief extended to these starving people. I was struck with the generosity and promptness of the de partment at the time, and I have much pleasure now in endorsing this item and would be glad indeed to see it increased.
