How would that work in practice? In the west the farmers are building many elevators and they are putting their own buyers on the market. If you applied this you would prohibit them from doing that and thus deprive the farmers of the very best service and protection they are getting. Then the large milling companies afford a great deal of storage capacity to the farmers, but this would prevent them from handling grain for others, and so you would decrease the storage capacity of the west to that extent. This clause would not work out to the advantage of the farmer.
