Mr. JOHNSTON.

The Bill stands in my name but I am not the promoter. The promoter of the Bill, Senator Campbell, has had several discussions with me within the last few days. He expressed considerable anxiety as to its fate. He represents that very large interests particularly in Ontario desired that this Bill should be pressed to an issue at this session. He represents it as very important, personally I know very little about it. When the Bill was introduced in the Senate objection was taken to it by the shipping interests in Montreal and elsewhere and representatives of those interests appeared before the committee of the Senate. Senator Campbell represented to me that the representative of the shipping interest has consented to the Bill and directed my attention to the observations of Mr. Meredith who appeared before the committee of the Senate. The members have the report of Mr. Meredith's statement and I need not detain them.
